The Protagonist of the film titled "Khauff" which literally means "Fear" is Neha (Manisha Koirala). Neha a small town girl, gets a job as an air-Hostess in an International Airline in Mumbai. In Mumbai, she stays with her friend Ritu who is getting engaged to a Police Inspector (Sharad Kapoor). While coming back home from the engagement party, Neha witnesses a murder of a Senior Police Inspector (Mukesh Khanna) by Samrat Singhania (Parmeet Sethi), the son of a Mafia Don Singhania (Suresh Oberoi) of the city. Witnessing the violent death of the Police Officer, Neha gets unnerved and initially tries to hide the fact. But the Police Inspector finds her ID Card at the place of the event and summons her to the police station. There, Neha is subjected to relentless interrogation. She breaks down and admits that she had seen the murder, and identifies the don's son as the murderer. The Don is seeking a political career, when his son gets arrested by the police. The Don hires a dangerous killer Babu (Sanjay Dutt) to stop Neha from appearing at the court. But before Babu can stop her, Neha, in the course of her duty leaves for abroad. Babu follows her and be friends her with his charm. Ignorant of the fact, Neha falls in love with Babu. Meanwhile, back in India the police gets the news that an unknown Killer is befriending their prime-witness Neha. Inspector Sharad & Ritu fly abroad to safe guard Neha's life. Ritu somehow comes to know Babu's identity. But before Ritu could warn and reveal his true identity to Neha and Sharad, Babu kills her. And they return back to India. In India the Don loses faith in Babu's capabilities. He gets ready to take any chance to kill Neha. But the attack on Neha by his men is foiled by Babu. He then reasons out and tells her not to trust the police at all and that she should give up the idea of giving the testimony at the court. All unnerved Neha agrees to his suggestion. All this while Babu's pretending to love her really falls for her and proposes her for marriage. Neha agrees, but before she can leave for her wedding at the temple Neha's conscience wakes and leads her to the witness box. And by this time Babu's true identity comes in front of Neha.
